singing falsetto in chest voice?

First, is falsetto different from head voice, and can it be done in chest voice?
I've been hearing songs where the singer will do a falsetto, but it sounds really chesty, and full.

    At KTVA, falsetto is considered to be head voice with little cord closure. In other words, a hooty, flutey version of head voice. Head voice is considered to be the notes above the secondo passaggio, but with enough cord closure that it does not have the airy tone. Instead it would have a more timbral tone, more similar to chest voice, but higher in pitch.
