I am a total beginner to this and would love some feedback on the type of gear people are using for practice/rehearsals.
ie. Garageband with soundtrack?

do you think you could be more specific as to what the goal/task of the setup is? for practicing the course material, you only need a device that can play the files

i was thinking more along the lines of video recording me singing to upload to youtube etc.
for just singing i was planning garageband with karaoke music file.
so, big quesiton... can i run garageband and video record it at the same time. maybe with quicktime player?

You'll probably need some basic editing software. What happens is you record your vocal and music in garage band, while at the same time recording the video on your phone or camera then sync the 2 together in the editing software. You mute the audio that the camera pics up so all audio in the clip is now from garage band. A good tip to help sync the audio and video easily is to clap once before you start singing so you call look at the wave files and sync your clap.
