There is a relation/connection between the tongue and the larynx. You can see this in a mirror if you watch your adams apple and protrude and retract your tongue. Your tongue is flexible and can assume many shapes and sizes. You can move the tongue forward somewhat and still keep it flat. This takes relaxation, and may take some time before you can position it like that in a relaxed manner.
Also, you don't want the larynx to rise, but if it's centered and then goes down when you flat the tongue, see if you can bring your tongue forward a little, out of the back of the throat.
