What is full voice exactly?

When someone asks you to sing something in full voice, are they asking you to sing it in chest voice and not use any falsetto/head voice or mixing? Or are they asking you to sing in a mix of a balanced 50/50 ratio of head and chest resonances instead of a headvoice/falsetto? Or is it just one of those things where everyone has there own understanding or meaning of the term?
