  I wouldn't be sure that it is your whistle register. Actually, I have a friend , she's a Soprano (a high one), and she didn't know it. So she were singing some high notes, believing it was her whistle register, but it actually wasn't, it was head as she was told by a classical vocal coach. If it is your whistle, you would be able to go really high I think.
  
  These two registers are distinguishable, though it's true that it is more difficult to make a difference between those two the higher up you go. Is there a break when you go up between head and what you think it is whistle ?
  
  You should post an audio of your head and whistle voice.
  
  I have practiced whistle a little bit, and for me, it was not the same sensation as head voice.
  
  Actually, the whistle register for me is a total different thing from head voice, ans it works with a different mechanism than head. So because you shift to your whistle register at a certain note, it doesn't mean that you wouldn't be able to bring your head voice up to these notes if your vocal folds allow you to do so now or over time.
  
  I've heard some people talking about flageolet, which would be an extension of the falsetto register, just before the whistle (what he said).
  I'm only giving my personal experience and what I learned from people around me. I'm not an expert !
